Independent Technical Training Program Advisory
We Don't Sell Training.
We Help You Make Your Training Program Better.
Completing training isn't the objective. A competent workforce is.
Foundation LR gives executives and organizational leaders an independent look at their existing technical training programs, focused on one essential question: Can your people operate and maintain your facilities safely, reliably, and efficiently?
Independent perspective. Practical recommendations. A more capable workforce.
An executive-level view
See your training program the way leadership needs to see it.
Your training organization manages courses, instructors, qualifications, and compliance every day. But is the entire program delivering the workforce capability your operation needs?
Foundation LR examines strategy, curriculum, instructors, facilities, technology, competency, capacity, governance, and results. We help leadership understand what's working, what's not, and where improvement will have the greatest impact.
Questions worth asking
What does the business need to know?
Independent by design
You don't need another training vendor.
We don't have courses, learning management systems, or training technology to sell. Our product is our perspective.
We take an independent look at the training program you already have. Our recommendations begin with the needs of your operation, not a product we're trying to sell.
Sometimes the answer is better curriculum or qualification processes. Sometimes it's instructor capacity, facilities, governance, or closer alignment with operations and maintenance. And sometimes the right answer is to preserve what's already working.
Start with the problem
More training isn't always the answer.
A workforce problem may be caused by unclear expectations, outdated content, insufficient hands-on practice, inconsistent qualification, or a training program that no longer reflects the work.
We help you determine what actually needs to change—and what doesn't.
From completion to competence
Training completion is not competency.
An employee can complete every course and pass every written test. The more important question is: Can they do the job?
Can they recognize abnormal conditions, troubleshoot equipment, and make sound decisions when conditions change? Can they operate and maintain the facility without unnecessary downtime, equipment damage, or risk?
Training is the process. Competency is the outcome.
Operational safety is the standard
Safe operations depend on capable people.
Competent employees understand their equipment, processes, risks, and the consequences of their decisions. They know not only what to do, but why it matters—and how to respond when conditions change.
That capability supports safety, reliability, efficiency, availability, and asset protection.
Foundation LR evaluates training programs with those operational outcomes in mind.
“Training is the process. Competency is the outcome.”

Foundation LR was founded by Mark Streifel, whose career spans more than 25 years building, operating, scaling, and advising technical training and workforce-development programs.
Beginning in power generation, Mark went on to build and lead organizations serving the energy, utility, and industrial sectors. His work has encompassed competency development, apprenticeship programs, instructional strategy, training technology, and large-scale workforce initiatives.
Throughout that career, operational safety has remained a guiding principle: people must understand their jobs, equipment, processes, and risks well enough to perform safely, reliably, and efficiently.
