About Foundation LR
Experience Matters When You're Evaluating Training.
Foundation LR brings decades of experience building, operating, scaling, and improving technical training organizations to one purpose: helping executives make better decisions about the training programs they already have.
Independent perspective. Practical recommendations. A more capable workforce.
Meet Mark Streifel.
Founder, Foundation Learning Resources
Mark Streifel has spent more than 25 years building, operating, scaling, and advising technical training and workforce-development programs serving the energy, utility, power, and industrial sectors.
His career began in power generation and evolved into technical workforce development, where he went on to build and lead organizations focused on technical training and workforce performance.
Over the following decades, Mark worked with energy and industrial organizations on technical training, competency development, apprenticeship programs, instructional strategy, training technology, and large-scale workforce-development initiatives.
His experience extends beyond curriculum and classroom instruction.
He has seen training from the perspective of the people building it, delivering it, managing it, investing in it, and depending on it to produce a capable workforce.
That combination of operational experience, training leadership, and organizational perspective provides the foundation for his advisory work today.
A foundation built on experience.
The experience behind Foundation LR reaches back to 1997, when Mark established a technical training services company focused on helping industrial organizations develop their workforces.
That work expanded into decades of leadership in technical training, competency development, apprenticeship programs, training operations, and workforce-development strategy.
Along the way, Mark gained firsthand experience with the challenges organizations face when developing and sustaining technical training programs.
Training organizations must balance the needs of operations with the realities of budgets, instructors, facilities, technology, scheduling, and workforce availability.
Decisions about training rarely exist in isolation.
They affect workforce readiness, employee qualification, productivity, equipment reliability, operational safety, and the organization's ability to adapt to change.
Foundation LR brings that broader perspective to every engagement.
Operational Safety Is the Standard.
Throughout Mark's career, one principle has remained constant:
Operational Safety.
For Mark, operational safety has never meant simply following procedures or completing required training.
It means developing people who understand their jobs, their equipment, their processes, and the consequences of their decisions.
People who recognize abnormal conditions, understand the risks, and know how to respond when circumstances change.
People who can operate and maintain their facilities safely, reliably, and efficiently.
Operational safety isn't separate from technical competency. It is a result of it.
That philosophy shapes Foundation LR today.
Because a successful training program isn't measured by how much training it delivers.
It's measured by the capability it creates.
We understand the realities behind the training program.
Training programs have to operate within the realities of the business.
Employees need time to learn. Subject matter experts have operational responsibilities. Equipment may not always be available for practice.
Production demands compete with development time. Technology changes. Experienced workers retire. Requirements accumulate.
Those realities matter.
Foundation LR evaluates training programs with an understanding of both the operational requirements and the practical limitations organizations face.
Our recommendations consider not only what an effective training system should look like, but what is practical, sustainable, and appropriate for the organization.
A changing workforce requires clear decisions.
Experienced employees are retiring. New generations are entering highly technical roles.
Technology and automation continue to change how work is performed.
Organizations are being asked to develop qualified employees faster while maintaining safety, reliability, efficiency, and productivity.
At the same time, organizations have more training options than ever before.
Classroom instruction, hands-on learning, on-the-job training, digital learning, simulation, and new training technologies all have potential value.
But choosing a training method is not the same as understanding what the workforce needs.
The more important question is whether the training program is developing the competency required to operate and maintain the facility.
Foundation LR helps executives understand where their existing programs stand and where improvement will have the greatest impact.
Independent by Design.
There are plenty of companies that will sell you training courses, content, technology, or a new training platform.
Foundation LR isn't one of them.
We don't sell training courses.
We don't sell learning management systems.
We don't sell training technology.
We don't provide instructors to fill classrooms.
Our product is our perspective.
We bring decades of training, competency, and workforce-development experience into your organization, examine the existing program objectively, and provide leadership with practical recommendations for making it stronger.
We don't have a course catalog to promote or a technology platform to recommend.
We don't benefit from recommending one training solution over another.
That independence allows us to start with the needs of your operation.
Sometimes the answer is curriculum.
Sometimes it's qualification and competency assessment.
Sometimes it's instructors, facilities, technology, governance, or capacity.
Sometimes it's better alignment between training, operations, and maintenance.
And sometimes the most valuable recommendation is:
Don't change it. It's working.
That's the value of an independent perspective.
Built to grow with the work.
As Foundation LR grows, the firm will bring together experienced advisors with backgrounds in technical training, workforce development, operations, and organizational leadership.
The common thread will remain the same:
Practical experience, independent perspective, and recommendations grounded in the realities of the organizations we serve.
We don't sell training. We help you make your training program better.
What Guides Us
Practical. Independent. Performance-Focused.
The objective isn't more training. It's a training program that develops the workforce capability the operation actually needs.
Practical
Recommendations have to work within the realities of the organization, not just look good on paper.
Independent
Our recommendations aren't driven by a course catalog, technology platform, or predetermined solution.
Performance-Focused
Training should develop demonstrated competency to operate and maintain facilities safely, reliably, and efficiently.
